In addition, in 2009 you can take advantage of bargain prices that probably won't ever be seen again. You should select a location with high appreciation potential based on expected growth patterns and make sure the lot has no significant problems such as scrub jays or no electric access. You definitely need to negotiate the best price. In this  market, many sellers have set unrealistic asking prices but they often will come down substantially if they receive a valid offer from a qualified buyer.
